Is Stanford Smallville a video game or a simulator?

They have converted to open source the digital experiment (I wouldn't call it a video game) called Stanford Smallville.

I'll certainly take a good look at it. I have many ideas in my head about this specific topic, most of them related to my doctoral thesis.
